Report: Federal Workers with ‘Exceptional’ Performance Reviews Dismissed for Alleged ‘Performance’ Problems

By Jake Beardslee · February 17, 2025

Mass Firings Reshape Federal Workforce

The Trump administration has ramped up efforts to reshape the federal workforce by dismissing numerous probationary employees, including those with outstanding performance records, according to documents obtained by NBC News.

Dozens of employees at the Department of Transportation received termination letters citing poor performance as a reason for their dismissal. However, internal reviews allegedly contradict these claims, with many of the affected employees being rated as "exceptional" by their supervisors.  AgnosticPreachersKid / Wikimedia

Dismissals Contradict Performance Reviews

"Employee has demonstrated exceptional performance and has no conduct issues," read several performance reviews of the laid-off workers. A source familiar with the situation expressed frustration over the process, telling NBC, "These letters that we’re sending these employees, I feel so bad because they’re lying. All of them, pretty much, were exceptional performers. It’s just crazy to me."  Pixabay / Pexels

Confusion Over Reinstatement Efforts

The mass terminations are part of a broader push by the administration to cut down on federal employment. However, the speed and execution of these layoffs have led to confusion. On Friday, officials from the National Nuclear Security Administration attempted to inform employees, who had been fired the previous day, that they were now eligible for reinstatement, according to ABC News. However, the effort was hindered by difficulties in locating the affected workers due to a lack of updated contact information.  Matthew Krupcale / Wikimedia

Probationary Employees Targeted for Removal

On Thursday, the Office of Personnel Management (OPM) instructed agencies to dismiss their probationary employees, a move that could potentially impact hundreds of thousands of workers. Probationary employees, typically those with less than two years of federal service, do not have the same civil service protections as tenured employees. This category also includes long-term civil servants who have recently transferred to new agencies or positions.  US Office of Personnel Management / Wikimedia

Official Justification for the Firings

In a standard termination notice, the Department of Transportation justified the firings by stating, according to USA Today, “The U.S. Department of Transportation finds, that based on your performance you have not demonstrated that your further employment at the Department of Transportation would be in the public interest.”  Fry1989 / Wikimedia

Regulatory Basis for Terminations

Federal regulations mandate that probationary employees be dismissed if they fail to fully demonstrate their qualifications. However, the reasoning behind these dismissals, particularly in cases where employees had strong performance records, has raised concerns about the criteria used in these decisions.

The sudden firings have sparked concerns over the stability of the federal workforce, with critics pointing to potential political motivations behind the move. As the administration accelerates its efforts to overhaul government employment, the fallout from these terminations continues to unfold.  Aymanejed / Pixabay
