5 Affordable Beach Destinations Americans Can Reach Without a Passport

By Erica Coleman · June 18, 2026

Approximately 40% of Americans do not have a valid passport. For those travelers — and for anyone who wants to skip the customs line — the United States and its territories offer beach destinations that rival the Caribbean at a fraction of the international travel cost.

1. Puerto Rico

Puerto Rico is a US territory. No passport required. No customs. Your domestic cell phone plan works. You can use your driver’s license to board the flight. Direct flights from most East Coast cities run $150 to $300 round-trip, and the island offers everything from the bioluminescent bays of Vieques to the surf beaches of Rincón to the cobblestone streets of Old San Juan. Hotel and food costs are 20 to 40% lower than comparable Caribbean islands that require a passport.

2. US Virgin Islands

St. Thomas, St. John, and St. Croix are US territories with no passport requirement. St. John’s Trunk Bay is consistently ranked among the most beautiful beaches in the world. St. Thomas offers duty-free shopping. St. Croix is less crowded and less expensive than both. Direct flights are available from Miami, Atlanta, Charlotte, and New York.

3. Gulf Shores and Orange Beach, Alabama

The Alabama Gulf Coast is one of the most underpriced beach destinations in the country. White sand, warm water, and hotel rates that are $100 to $200 per night less than comparable Florida Gulf beaches 90 minutes to the east. The seafood is fresh, the crowds are manageable outside of July, and the drive from Atlanta, Nashville, or Dallas is under 8 hours.

4. Outer Banks, North Carolina

The Outer Banks stretch 200 miles along the North Carolina coast and offer a beach experience that feels removed from the mainland in a way that most East Coast beaches do not. Rental houses are the standard accommodation — and splitting a four-bedroom house among two or three families is one of the most affordable beach vacation formulas available. Off-season rates in May and September are particularly reasonable.

5. Maui, Hawaii

Hawaii requires no passport. It is a US state. The flight is long and the tickets are not cheap — but once you arrive, the per-day cost of a Hawaii vacation can be managed more affordably than most people assume. Vacation rental condos in Kihei run $150 to $250 per night. Grocery stores sell everything you need for beach picnics. The beaches are free. The snorkeling is free. The sunsets are free. The expensive part is getting there. Everything after that is negotiable.

For all five destinations, the same DOT air travel rights apply as any domestic flight — cash refunds for cancellations, compensation for delays, and baggage liability protections. You’re traveling domestically. You just happen to be going somewhere beautiful.
